India Starts Tokenizing $620 Billion Corporate Bond Market with Digital Rupee Settlement
India's securities regulator has launched a pilot program to turn corporate bonds into digital tokens settled through the central bank's wholesale digital rupee, marking one of the world's largest asset tokenization initiatives.
India's Securities and Exchange Board (SEBI) has begun a pilot program to tokenize the country's $620 billion corporate bond market, with transactions settled through the Reserve Bank of India's wholesale digital rupee. The initiative, branded Demat 2.0, represents one of the most ambitious government-led asset tokenization projects globally and could reshape how institutional debt is traded in one of Asia's largest economies.
Under the pilot, participating institutions can convert existing corporate bonds into blockchain-based digital tokens while settlement occurs through the RBI's wholesale central bank digital currency (CBDC) rather than traditional banking rails. The program currently includes select institutional participants and focuses on primary issuance, with secondary trading functionality and retail investor access planned for later phases.
The move addresses longstanding inefficiencies in India's corporate bond market, where settlement times typically span two to three days and involve multiple intermediaries. Tokenization promises near-instant settlement, reduced counterparty risk, and lower transaction costs—benefits that could make corporate debt more accessible to a broader range of institutional investors.
India's wholesale digital rupee, launched in late 2022 for interbank settlements, has processed over $50 billion in pilot transactions. By integrating tokenized bonds with the CBDC infrastructure, regulators aim to create a unified digital capital markets ecosystem that maintains traditional regulatory oversight while leveraging blockchain's operational advantages.
The $620 billion corporate bond market targeted by the pilot represents roughly 15% of India's GDP and has historically been dominated by banks and insurance companies. Tokenization could open the market to pension funds, mutual funds, and eventually retail investors by lowering minimum investment thresholds and improving liquidity.
SEBI officials indicated that the pilot will run for at least six months before expanding to secondary trading and additional asset classes. The regulator is coordinating with the RBI to ensure the digital rupee infrastructure can handle increased transaction volumes as more bonds are tokenized and trading activity grows.
The initiative positions India alongside Singapore, Switzerland, and the European Union in exploring institutional-grade asset tokenization, but India's focus on integrating a sovereign digital currency for settlement distinguishes its approach. Success could provide a template for tokenizing government securities, equities, and other financial instruments across South Asia's developing economies.
