El Salvador Receives $138 Million from IMF After Promising to Roll Back Bitcoin Program

The International Monetary Fund has released a fresh tranche of funding to El Salvador, but only after the country agreed to reduce state involvement in Bitcoin and strengthen crypto regulation.

El Salvador has received $138 million from the International Monetary Fund as part of an ongoing bailout program, but the disbursement came with explicit conditions attached to the country's ambitious Bitcoin experiment. The IMF confirmed the payment after El Salvador agreed to scale back government participation in Bitcoin-related activities and tighten oversight of the crypto sector.

The funding is part of a broader $1.4 billion Extended Fund Facility arrangement approved in 2023, designed to stabilize El Salvador's public finances and restore investor confidence. However, the IMF has consistently expressed concern about the country's 2021 decision to adopt Bitcoin as legal tender alongside the U.S. dollar, warning of fiscal risks and financial stability threats.

Under the terms of the current agreement, El Salvador has committed to limiting the state's role in Bitcoin activities, including scaling back the government-backed Chivo wallet and reducing official Bitcoin purchases. The IMF statement emphasized that 'efforts will continue to reduce the state's involvement in Bitcoin-related activities and to strengthen crypto-asset regulation and governance.'

President Nayib Bukele's government had purchased approximately 2,381 Bitcoin since September 2021, worth roughly $150 million at current prices, and built geothermal mining infrastructure powered by volcanoes. The country also issued a Bitcoin-backed bond proposal, though that initiative has yet to materialize amid regulatory hurdles and market skepticism.

The waivers granted by the IMF allow El Salvador to continue receiving funds despite missing certain fiscal targets, a flexibility that highlights both the country's economic fragility and the Fund's desire to maintain engagement. Inflation, debt sustainability, and the financial system's exposure to crypto volatility remain central concerns for international lenders.

For ordinary investors and Bitcoin advocates, the development underscores the tension between nation-state adoption of cryptocurrency and the demands of traditional financial institutions. While El Salvador's experiment remains live, the IMF's conditions signal that multilateral lenders will demand regulatory tightening and reduced sovereign exposure as the price of financial support.

The IMF's insistence on stronger crypto regulation may set a precedent for other emerging economies considering digital asset adoption, effectively creating a regulatory floor that limits how far governments can go in integrating Bitcoin into national financial systems. What to watch next: whether El Salvador's promised rollback materializes in practice, and how the IMF monitors compliance in future reviews.
