Latvia Rewrites Crypto Tax Rules and Eyes Bitcoin Tax Payments by 2027

Parliament passed a law taxing crypto withdrawals above deposits rather than individual trades, featuring a one-time declaration mechanism and the possibility of paying taxes in digital assets.

Latvia's parliament has approved a sweeping overhaul of cryptocurrency taxation that shifts the burden from tracking every trade to a simpler withdrawal-based system, while simultaneously exploring the acceptance of crypto for tax payments as early as 2027. The new framework taxes only the net gain when users convert crypto to fiat or spend it, calculated as the difference between withdrawal amounts and total deposits over time.

The reform includes a one-time declaration mechanism that allows holders to register their existing crypto positions, establishing a cost basis for future tax calculations. This amnesty-style provision is designed to bring long-term holders into compliance without penalizing early adopters who acquired assets before clear tax guidance existed. Taxpayers will declare their holdings once, locking in a baseline that future withdrawals will be measured against.

Latvian officials indicated that the tax authority is evaluating technical infrastructure to accept cryptocurrency directly for tax settlements starting in 2027. If implemented, Latvia would join a small group of jurisdictions allowing citizens to discharge government obligations in digital assets rather than euros. The move reflects confidence in stablecoin payment rails and marks a significant departure from the traditional fiat-only approach to public revenue collection.

The withdrawal-based model eliminates the need to report gains and losses on every trade, a burden that has deterred retail participation in countries with per-transaction taxation. Instead, taxable events occur only when value leaves the crypto ecosystem—either as a bank transfer, a purchase of goods, or a conversion to another fiat currency. Trades between cryptocurrencies remain untaxed until withdrawal, simplifying compliance for active traders.

The legislation arrives as the European Union finalizes its Markets in Crypto-Assets regulation, which harmonizes some rules but leaves tax policy to member states. Latvia's approach contrasts with higher-friction regimes in France and Germany, where each trade can trigger a taxable event. Tax professionals expect the simpler Latvian model to attract crypto businesses seeking a base inside the EU's single market.

For investors, the key change is record-keeping: instead of tracking the cost basis of every coin sold, they need only demonstrate total deposits and total withdrawals. This reduces administrative overhead and aligns crypto taxation more closely with traditional brokerage account treatment. The 2027 target for crypto tax payments hinges on integration with stablecoin settlement networks and the development of real-time conversion protocols that protect the government from volatility between payment and receipt.
